It's not just about calling Taiwan "China" as a destination (also, Air Canada sucks)

When Air Canada and other airlines around the world changed the way they listed Taiwan as a destination by labeling it incorrectly as "China", that was insult enough.

But another deeper issue is made worse by this change: that of mistaking Taiwanese for Chinese - that is, the Republic of China for the People's Republic of China - when they are trying to travel.

It's already happening, and rather than talk at you about it, I'm going to hand my platform over to someone this happened to recently. Her public Facebook post about the incident is in Mandarin, but no account exists in English. I'm providing one here (with my own translation):



I want to talk about the fact that I was denied boarding by Air Canada last month.

Recap:

My flight was from Toronto to Columbus Airport, then to Vancouver and back to Taiwan. I had already checked in online. When I went to check my bags, the ground staff first asked me if I had a tourist visa for Canada. I said that I'd applied for an ETA (Electronic Travel Authorization) and the clerk then asked if I had nationality in the US or Canada. I didn't. Then she told me that this meant I wouldn't be able to fly. She explained that the ETA only allows me to fly into a single city in Canada, but my flight transfers across two Canadian cities, so I had to call customer service to change the ticket.

It took me 20-30 minutes to get through to customer service (the last time it took about an hour), and my boyfriend also helped me check the Canadian visa/ETA regulations so we could show them that the transfer was within 48 hours and therefore within regulation. The ground crew still denied boarding, and the boarding time passed.

Here's the truth of what happened:
I had no idea what was going on with the strange regulations regarding the ETA, which I'd never heard of before, and which Taiwanese citizens are clearly exempt from. After returning home, I immediately began searching for answers. I finally discovered that Canada has this requirement for "Chinese" citizens. Of course my passport is from the "Republic of China" (ed: which is not the same as "Chinese") and I became extremely angry! 

After returning to the airport two days later, the ground staff was going to refuse me again. After I disputed this with the staff, they gave me the good news: "ok, you can board" - but didn't seem embarrassed about their previous mistakes at all. I was furious all over again.  Of! Course! I! Always! Had! The! Right! To! Board! 

Air Canada's attitude in dealing with this?  Terrible ! ! ! ! ! ! ! ! ! ! (it deserves a hundred exclamation points).

The ground staff said the supervisor whom they queried at the time issued the rejection. The supervisor they said was on duty that day said that he was "not the supervisor that day". So I don't know why I was denied boarding, again and again. No one dares to tell me why I was rejected two days ago. Later on, with the same ETA, holding the same flight itinerary, this time I could fly, and nobody dared to just admit they'd confused Taiwan with China! ! ! ! ! ! (let's add another hundred exclamation points).


When I filled out the appeal form afterwards, I found that there was no Taiwan in the options for choosing nationality, only "Taiwan, China." Then I remembered that last year China put pressure on many airlines in the world to fall in line with the "One China Principle" (ed: China's policy that Taiwan is a part of China - not to be confused with the One China Policy). Perhaps this ridiculous mistake was caused by the fact that Taiwan is classified as 'China' in Air Canada's internal computer system. 

No one used to think that airlines had anything to do with politics. Just when you tell yourself that politics is just politics, that as you live your life doing other things like going out to eat or watching TV, and that politics is just a small part of that life - in the end, it turns out that everything is political.

I am even more curious whether you everyday people are really able to accept being treated as 'the same' as Chinese so readily. Are you really willing to sacrifice the existing rights you have as Taiwanese and become Chinese? As we reject the poor quality of 'Made in China' internationally*, do we have to give up being Made in Taiwan and be considered Made in China? 

*I think meaning, "when we stand up for ourselves as Taiwanese in the international arena and when China tries to force us back", but that's my own interpretation of what she means here as it sounds very metaphorical in a Taiwanese way

China won't do anything if you say 'no' to them

I'm hoping to add to this list in the future, but willing to publish now - and here's what I want to say.

It's OK to say no to Beijing's demands regarding the naming and designation of Taiwan. China may push and whine and scream and threaten, but at the end of the day, if you hold the line, nothing comes of it. In specific, rare instances where it has, it's because an entire industry has caved and so the CCP can flex its muscles without worry.

Take the latest LSE sculpture controversy that Chinese students manufactured. As of now, The World Turned Upside Down has still not been changed. I can confirm this as of April 14th:

No official decision has been made, but seeing as it's no longer in the news, I doubt it will continue to be an issue.

And what has Beijing threatened or done in retaliation?

Nothing. Nothing at all. I've checked every news source I can find on this, and there's nada. Zero.

LSE said they were going to shelve the issue, and silence reigned. The Economist intoned that China could threaten to cut off student enrollment as they said they might do at Oxford:


When Louise Richardson, vice-chancellor of Oxford University, was asked by the Chinese embassy to prevent Lord Patten, the university’s chancellor (a largely ceremonial role), from visiting Hong Kong, she refused.... 
British universities have worked hard to court the Chinese, and the rush of students paying hefty international fees demonstrates the benefits of this approach. But as the LSE is now finding out, it is not without drawbacks. When threatened with receiving fewer Chinese students by the Chinese embassy, Ms Richardson of Oxford replied that there were many Indians who would be happy to take their place. 

But so far that has not materialized, and as far as I'm aware it never came to anything at Oxford, either. That allows us to add Oxford University to our list of institutions that have refused Chinese demands and suffered no real repercussions.

Then there was the incident at the Lions Club, which has chapters in Taiwan (in China, they have their own Lions Club which apparently cooperates with the Lions Club International). The China chapter tried to force the international organization to change Taiwan's designation...and failed.

Has there been any blowback against the Lions Club by Chinese authorities since?

As far as I can find, there has been none.

And here's one that may surprise you. Remember when we all thought that an Air New Zealand flight was denied landing in China because the Chinese government had requested that the airline change its designation of Taiwan to show it as part of China?

Turns out that's likely not the case. One website reported it, and everyone just took it as true. But even Reuters - that bastion of bad Taiwan reporting - didn't think there was enough evidence to the story to even report it as a possibility. And as The Guardian pointed out, there's no definitive evidence that this was the reason, and in fact reported that:


China’s foreign affairs spokesperson Hua Chunying said the Air New Zealand flight had turned around on its own accord. “Due to temporary glitch in dispatchment, this airplane failed to obtain a landing permit with its destination and decided of its own accord to return en route.”

Beijing is quite clear on the line it takes with international airlines; it has no reason to lie about this.

So I went and checked. Guess what!

Air New Zealand still doesn't refer to Taiwan as a part of China. On its route map, it puts Taiwan in capital letters just as it does with every other country.

At least in Taiwan, their website opens with a reference to Taiwan:

...and Taipei is just referred to as "Taipei" as a destination they fly to, as with every other city.

 Are you hearing news reports about Air New Zealand being denied the ability to fly to China, because they never heeded the request that they change Taiwan's designation? No?

That's because it never happened. Air New Zealand doesn't call Taiwan "China" and yet they are still able to fly to several cities in China, and keep Shanghai as a hub!

What this means is that all those other airlines never actually had to change Taiwan's designation. There was no risk. There's no way China would have banned all of them, seeing as it won't even ban one.

The same could have been true for organizations that have already bent the knee to Emperor Xi - such as the international English proficiency testing organizations IELTS and TOEFL - I fail to see why they felt it was necessary. Do they really think China would ban IELTS or TOEFL testing? With all of the rich princelings that powerful parents want to send to study abroad? Please. There was no risk here; they just bent over because they like it rough, I suppose. If anything, organizations like IELTS bring pain on themselves when their own governments castigate them over their stupid decisions.

And, of course, while China might cause trouble for international news publications, the New York Times, The Economist and more who refer to Taiwan as "Taiwan" are already blocked in China. I suspect most would agree as well that censoring their content so as to appease China - assuring their reporters access or keeping their sites unblocked - would irreparably damage their credibility as sources of reputable journalism regardless. So, there is no reason going forward for them to make any changes either.

In short, let this be my announcement to the international organizations and businesses of the world: you don't have to give in to Beijing's demands on Taiwan.

It's clear that they don't actually do anything to retaliate if you show them the door.

Forget the butt-wiping, let's talk about sexism on EVA (and other airlines in Asia)

Gotta say, dudes, I don't want to write about this. I just don't.

I tried to avoid it - like, okay, this was pretty gross and could be a post about sexism in the Taiwanese workplace, especially as it relates to flight attendants (one of the most sexist work environments in Asia, to be frank, and EVA Air is known for specifically hiring beautiful flight attendants). But...do I have to? Maybe it'll just go away as some sensationalist garbage and I can write about something that doesn't make me want to gag.

But, as the story progressed, I realized that, gross-out factor and tabloid-like sensationalism aside, it was a real story of sexist workplace culture, and therefore...ugh. FINE.

So, as I'm sure you all know because we're all news bottom-feeders at heart (myself included), earlier this week news broke that an EVA Air passenger with mobility issues requested that a flight attendant help him lower his underwear, keep the door open and wipe him after using the restroom onboard. She initially refused, but he insisted he could not do these things on his own. He also, according to Focus Taiwan, made some disturbing comments at the flight attendant, which I won't publish here but you can read about literally everywhere else. While the passenger did have mobility issues, frankly, if he is going to fly but can't use the bathroom on his own, he needs to be traveling with an assistant who performs these duties in an official capacity, or not at all.

That's not what I'm here to gawk at, specifically. This should be open-and-shut: passenger harasses flight attendant (this surely counts as some form of sexual harassment, given his comments), flight attendant complains, airline intervenes, supports their employee, and at a minimum, the passenger is banned for life.

But no, of course that's not the end of the story, because the world is a horrible place and really it ought to just burn.

According to the Focus Taiwan article linked above:


Moreover, it was revealed that the passenger in question defecated in his underwear on a previous flight in May 2018, after which the airline did not place him on a blacklist, but rather left frontline flight attendants to deal with the man every time he flew with the airline, the union said.


CNN reported that EVA Air is insisting his previous flights were without incident, but that:


At the Monday press conference, the flight attendant was accompanied by a representative of the local flight attendants' union and fellow EVA employee. The union representative told reporters the man had flown EVA from the US to Asia numerous times. He had defecated in his seat during a flight last May after the crew rejected his demands, causing a foul smell in the entire cabin for over 10 hours, the representative said.


Taiwan News provides some potential background to previous incidents, so although they're not a source I care to link to, I will here.

So, this isn't an issue of a one-off incident in which a passenger made an unreasonable request, and the flight attendant was too flustered to forcefully refuse him (after all, her job is in customer service). It's entirely likely that this passenger has a history of such behavior, and that EVA Air, in the past, has not protected its flight attendants from it.

Like I said, working as a flight attendant one of the most sexist work environments in Asia. While I have said that of all the countries in Asia, Taiwan has the best gender egalitarianism (and meant it, and will defend it), that doesn't mean it's perfect, or even particularly good. Just better than other countries in the region, and that's not a particularly high bar to clear. And in this particular sector, the company culture is a throwback to the 1950s.

What's more, the same article reports that he has another flight with EVA booked this May, with no sign from the airline that they are intending to blacklist him or refuse to let him fly. It's quite likely that the company will, yet again, "leave frontline flight attendants to deal with the man".

EVA also noted that:


Later Monday, EVA issued a press statement saying flight staff are perfectly entitled to refuse passenger's requests they consider inappropriate. They also pointed out that the male cruise captain also helped the passenger in question during the flight.

The company also said it backs the flight staff completely and are prepared to offer assistance, if needed, to sue the passenger.



Translation:

"You've spent your entire career being told you have to do whatever it takes to please customers, and you know on some level you were hired mostly for your looks anyway. Our official rules state that you may refuse passenger requests, but let's be real. If the passenger complains, you'll be in trouble for not providing good service. However, we will be sure to tell the media that you could have refused the request, even though we both know you couldn't, really."

I don't expect every reader to understand this, but many of us who's held a customer service job have dealt with this tacit set of rules. There's the rule the company touts as official policy (you may refuse the customer), and the rule you know you are actually expected to follow (you'll be in trouble if the customer complains). If you're a woman, there's a whole new layer to it in which official policy may state that sexual harassment is not allowed, but everyone knows the real rules are "if a customer gets angry because you shut down their harassing behavior and complains, it's going to be a problem for you."

Note, for instance, that EVA is essentially saying here "we back our staff....buuuuuuut we're still going to let this man fly again and they'll have to deal with him". And, of course, "we'll help you sue him if you want, buuuuuuut we're not going to take any action ourselves."

That, readers, is how you know there's a tacit set of rules in place. If the rules actually were the rules, this guy would've been blacklisted already.

And that's what makes Asia such a frankly difficult place to work. Laws typically prohibit gender discrimination and sexual harassment. If you file such a complaint (especially a gender discrimination complaint to the government), they will take it seriously. I would know - I looked into doing so once, to a former employer who had sexist work practices, but ultimately chose not to as had no documentary evidence aside from one contract with some vaguely sexist guidelines, only eyewitness testimony.

But...good luck getting your employer to back you. And you know that men who target women at work tend to be quite good at making sure not to leave a paper trail or even witnesses. It's one of those rights that women in Taiwan often call "看得膽吃不到" - you can see it, but you can't eat it. You know you have the right, but good luck actually exercising it.

And this is gearing up to be just such a situation, with EVA continuing to take a weak position on the customer's behavior and not doing much to actually protect its employees. Or as CNN put it:


Supporters of the cabin crew have also blamed the corporate culture of many Asian service-sector companies that insist the "customer is always right" while, according to critics, ignoring employees' welfare -- especially after it was revealed the passenger appeared to be a repeat offender.


This post wouldn't be complete without a tirade about why, if this is service culture in Asia, it's no wonder there are so many creepo Western guys here looking to get off on their fetishes with Asian women (who, as in this case, may not be consenting). When employers in all manner of hospitality industries take this attitude (or, in some cases, cater specifically to it, but at least at hostess bars/KTV you know what you're getting into), men who think they can treat women like garbage come here and, well, get away with treating women like garbage. It's no coincidence that this man had repeated incidents on Asian airlines. He knew he could get away with this, and it looks like that just might happen.

There is something we can do. We can write to EVA and let them know that as potential customers, we expect them to treat their flight crew better. This is one time when voting with our wallets might have an effect: not buying EVA tickets in solidarity with the flight attendants would surely get the airline to reconsider its weak-kneed response. When we see behavior like this in public, we can stand up and say something, even if it might be awkward or uncomfortable.

And I don't just mean Westerners. I know I have plenty of Taiwanese readers. We - all of us - can do this. Because the treatment of women in these positions has got to stop.

Taoyuan Airport to Institute Food Review System

Taiwan Taoyuan International Airport authorities will organize a food review to help improve its unenviable image as a place for “awful and expensive food,” the airport’s office director announced yesterday.

Beginning in October, a public review of the food sold at the airport will be held on a regular basis to encourage caterers at the airport’s two terminals to present more appealing food, Taoyuan Aviation Office Director Wei Sheng-chih (魏勝之) said.

Complaints from passengers using Taiwan’s main gateway are all too common, with the food generally criticized as being of dreadful quality, overpriced and with little variety.

Responding to the criticisms, Wei said the airport has made some improvements, including introducing popular restaurants to cater to passengers.

He said it would also invite passengers, food critics and travel tour organizers to review the food at the airport to encourage caterers to offer more local gourmet foods and make dining at the terminals more attractive.

Wei’s office will also take measures to encourage the businesses there to drop their prices to more reasonable levels and to provide consumers with a wider variety of dining options, he said.

OK. That's nice. It's true that most of the food in the airport is overpriced and atrocious. There's only one place I find acceptable - overpriced but at least the food is edible - and that's the one with the lanterns and the fake hedgerows that has a Western side and an Asian side. The Asian side food is overpriced, but at least it's basically OK. (The Western side provides soggy sandwiches and subpar coffee).

Otherwise there's that painfully horrendous bakery thing where two small danishes that taste like they're made of plaster and kids' glue sticks and charred, bitter coffee could cost you NT $300.

Terminal 2 is slightly better, but astronomically overpriced for what you get - more so than other airports (pretty much every airport has overpriced food, but Taoyuan manages to go beyond).

So.

Here's my idea, guys. Tell me if I'm crazy.

Instead of a food review system to review food we already know is bad, why not encourage more restaurants to open?

I know, it's just nuts to think about, isn't it? /sarcasm

I realize that having sixteen duty free shops that all sell the same stuff somehow brings in more revenue and that most airports have overpriced, unsatisfactory food because the entire point is to keep you shopping, not eating, while you wait for your flight, but you'd get happier customers snapping up manicure kits, stale Godiva and souvenir mugs if they're well fed and haven't spent all their money on baked goods that put the "paste" in "pastry".

It is true, by the way, that there are far more storefronts to shop in than eat in because they bring in more money, though I have to wonder why. I mean, how many bottles of Bulgari Omnia (for the ladies) and Chivas (for the men) can Japanese tourists buy? Do we really need all those shops that sell the same stuff?

And the Hello Kitty waiting area for kids? Really? I don't like Starbucks, but if there were one I'd go because their lattes are vaguely drinkable if you're desperate. So why isn't there a Starbucks? (If there is, I haven't found it, and I fly out of Taoyuan fairly frequently, as many expats do). Why is a Hello Kitty waiting area somehow higher on the Places of Importance scale than a coffee shop?

I don't need a review system to tell me that the coffee at TPE is made of spent jet fuel and costs half my monthly salary.

What we need are more restaurants. So why not spend the time and money you're wasting on the review system and open more restaurants?!

I mean, is this really so inconceivable?
